There are no new planning applications in the Calton area this week.

The CCC has made the following representations to the planning officers in respect of 2 current applications.

Representation on Planning Applications 25/01911/FUL and 25/01912/ADV – 95 Saltmarket, G1 5LE

Dear Planning Officer,

I am writing on behalf of Calton Community Council in my capacity as Community Councillor for Planning to provide our formal representation on the following planning applications concerning 95 Saltmarket, Glasgow:

•25/01911/FUL – Installation of ATM to the frontage of Shopsmart Convenience Store

•25/01912/ADV – Display of non-illuminated ATM signage

Calton Community Council raises no objections to either application.

In respect of 25/01911/FUL, we are supportive of the proposal. The reinstatement of an ATM at this location addresses a clear shortfall in accessible banking facilities within the area. The proposed installation is to occupy a slot previously used for an ATM, and we note that the application appears to give due consideration to both security and heritage sensitivities relevant to the site.

Regarding 25/01912/ADV, we have no objection to the proposed non-illuminated signage associated with the ATM. The design is modest and appropriate to the setting.

These applications were referred to in the most recent Calton Community Council public meeting and highlighted on our website and social media channels. No comments or objections were received from the public.

Representation on Planning Application 25/02122/FUL – 331 Bell Street, Glasgow

Dear Planning Officer,

I am writing on behalf of Calton Community Council in my capacity as Community Councillor for Planning to provide our representation on the following planning application:

• 25/02122/FUL – Use of vacant land as temporary car park (Retrospective), 331 Bell Street

Calton Community Council offers qualified support for this retrospective planning application.

We recognise that the site has been operating as a car park for some time, and that previous temporary permissions have been granted. This application seeks to formalise an existing and functional use, and we understand that the applicant—Glasgow Pram Centre—has maintained the site in a usable condition. We also note that a prior application for 85 new-build homes has lapsed due to funding and Section 69 agreement constraints.

However, we wish to raise constructive concerns regarding site security and the broader context of community safety. The car park lies adjacent to The Thistle and within an area of Calton that experiences elevated levels of crime compared to other Glasgow wards. Specifically, the Bell Street corridor has seen persistent issues with vandalism, drug possession, and anti-social behaviour, particularly around car parks and transport hubs.

While these concerns are valid, we acknowledge that the site is already in active use. In our view, refusal of this retrospective application could result in the land becoming derelict, which may exacerbate the very issues noted above. A managed and approved car park is likely to be more secure and less vulnerable to misuse than an abandoned site.

We therefore recommend that, should the application be approved, consideration be given to:

• Enhanced lighting and surveillance, including visible CCTV coverage
• Clear signage indicating monitored use and site boundaries
• Regular maintenance to prevent deterioration and discourage loitering
