Glasgow City Council has published its Proposed City Development Plan 2, known as CDP2. The formal representation period began on 21st August and closes at midnight on 18th November 2026.
CDP2 is Glasgow’s proposed ten-year planning framework. It will guide future development and regeneration and will operate alongside National Planning Framework 4.
The policy wording, safeguards and site allocations agreed now will therefore affect how future planning applications are assessed.
Mark Taylor attended the Community Council training session at Glasgow Caledonian University on 29th August and prepared a practical briefing for CCC. The key message was that Calton is not named as a separate Area of Change, but that does not mean no change is proposed here. We must check all allocated sites, map designations, nearby change areas and city-wide policies affecting Calton.
One significant site is HL4178A at the Meat Market on Duke Street and Melbourne Street, where the plan indicates 200 homes. A Calton resident has already raised this as an issue requiring review include whether that figure is supported by evidence, impacts on existing residents, cumulative development, open-space provision,
transport, access and community infrastructure.
CCC will put links to the CDP2 information pages and interactive proposals map on its website. We are asking members of the public to review the maps and Calton sites and send us their comments. CCC will carry out its detailed review during September, prepare site-specific and policy-specific representations, publish an outline of those points on the website and discuss them at the October public meeting if timing allows.
The deadline is 18th November, so please respond as early as possible rather than leaving comments until the end of the consultation.
