On new planning matters, CCC supported the Pipe Factory sign application at 42 Bain Street, recognising the venue’s cultural value while asking that illumination, fixing and signage clutter are properly controlled.
CCC also submitted a representation on the People’s Palace and Winter Gardens listed building application, supporting urgent progress but identifying safeguards that still need attention.
At 149 Gallowgate, CCC reviewed applications for a BT Street Hub and digital display screens. The circulated recommendation was support, as the proposed public benefits and management controls were considered to outweigh the concerns. The representation deadline is 21st September.
For the digital hoarding east of 120 Duke Street, a draft objection has been prepared. The suggested position is not simply refusal, but a shorter consent or a condition requiring removal when the proposed housing development begins.
On existing cases, the Bell Street car park application has been approved subject to conditions covering access, overnight parking, security, landscaping, biodiversity and maintenance.
CCC has also responded to the appeal for the vacant site east of 329 Gallowgate. Our submission of 7th September asks the DPEA to dismiss the appeal because of concerns about residential amenity, visual amenity, light pollution, visual clutter and road safety.
On licensing, CCC objected to the short-term let renewal at Flat 1.2, 22 Great Dovehill. Mark Taylor and Tricia Fort also met Councillor Linda Pike to discuss short-term lets and wider licensing issues.
At the Licensing and Regulatory Committee on 19th August, the cases for 73 Stevenson Street and 143 Orr Street were both carried forward. CCC has followed up on missing Orr Street material and asked for the hearings to be moved to October or later.
The correspondence gives 16th September as the Stevenson Street hearing date, while a new date for Orr Street had not yet been confirmed.
Finally, on the former Police HQ and Old District Court at Turnbull Street, CCC issued a critical escalation on 13th August about the unsafe state of this Category B-listed building and the prolonged lack of progress.
Site visits took place with Councillor Linda Pike during August and again on 1st September. CCC will continue pressing for clear answers on building safety, site responsibility and when the approved regeneration work will proceed. (It should be noted that at the Public Meeting on September 10, Maebh Bradley (NRS) stated that she had been contact regarding this and that developers hope to begin work on site next week (w/c 14th September). So watch this space.
